Senior Ethics Advisor

USAID Scaling Up Nutrition Technical Assistance (SUN TA)

Project Background:

The Scaling Up Nutrition Program is a cross-ministry and multi-donor program to reduce stunting in Zambia through implementation of the Government of the Republic of Zambia (GRZ) 1,000 Most Critical Days Program.

SUN TA provides support and direct technical assistance to sub-national local government departments in target districts to plan, implement, coordinate, and monitor integrated nutrition-sensitive and nutrition-specific activities to reduce the rate of stunting among Zambian children under two and improve the nutritional status of pregnant and lactating mothers. USAID has identified two main objectives that address stunting, including (1) Adequate Quantity and Quality of Dietary Intake among Target Groups; and (2) Adequate Health Conditions for Biological Utilization of Nutrients. SUN TA interventions increase access and availability of safe, diverse, nutritious food; adoption of better child feeding and household hygiene practices; and access to improved health, water and sanitation services. The project prioritizes sustainability by improving intra-household joint decision making and building the capacity of local government and their stakeholders to ensure coordination, accountability, and learning, following the Scaling Up Nutrition model.

Purpose:

The Senior Ethics Advisor is responsible to install an ethics culture and ensure compliance to the ethics amongst SUN TA staff members.  The Senior Ethics Advisor will be an anchor of a successful ethics culture. The Senior Ethics Advisor stands at the intersection between auditing, internal control and management’s legal responsibilities, and is the guardian of SUN TA’s code of conduct. He/she supplies the top management with the necessary information for the SUN TA leadership to act appropriately in instilling and maintaining the ethics culture the SMT desires  The Senior Ethics Advisor supports the Chief of Party in ensuring that all SUN TA staff observe and perform their functions consistent with the ethical standards required by the DAI Code of Conduct The Senior Ethics Advisor reports directly to the Chief of Party.

Responsibilities:

  • Maintain a working knowledge of relevant USG and DAI regulatory issues and of Zambian laws and regulations.
  • Maintain a working knowledge of relevant ethics issues, of professional or industry ethics codes, and of ethics conflicts resolution techniques.
  • Serve as compliance focal point.
  • Ensure the SUN TA staff are well informed of the code of ethics and the professional rules, internal directives and legal standards that apply to a person’s job description
  • Give advice on ethical standards of conduct and provide guidance in order to avoid, mitigate or resolve potential, actual or perceived conflicts of interest.
  • Increase SUN TA personnel capacity regarding ethical standards of conduct through internal training and represent SUN TA, both internally and externally, on the standards of conduct.
  • Provide advice and make recommendations on issues and staff concerns related to SUN TA operations or when directed by the Chief of Party.
  • Receive reports of suspected or alleged misconduct and maintain SUN TA ethics abuse reporting channels for employees to use without fear of retaliation.
  • Assist the SMT to develop a risk mitigation plan, coordinate implementation and review of the plan by the SMT and monitor the risk mitigation plan for periodic updates when needed.
  • Reports to the Chief of Party the effectiveness and operation of the compliance and ethics program.
  • Establish and monitor controls for an effective compliance program.
  • Review procedures, when required, and assist to align with USAID and DAI regulations, while also maintain program agility to complete deliverables.
  • Provide technical support to the Compliance team to establish compliance procedures and compliance reporting.
  • Flag specific issues for a compliance review and supporting the COP, assist to coordinate the review, when appropriate.
  • Perform such other functions as the Chief of Party considers appropriate.

Requirements:

  • An advanced university degree (Master’s degree or equivalent) in law, criminal justice, accounting or other relevant fields.
  • Minimum 10 years of senior management professional experience, including progressively responsible professional experience in the field ethics and compliance and related fields, preferably in the donor arena
  • An impeccable record for integrity and ethical behavior.
  • Advanced knowledge of accounting and procurement principles and standards
  • Effective analytical and problem-solving skills.
  • Demonstrated ability to communicate effectively with management and staff.
  • Effective interpersonal skills, including the ability to work productively in a team as participant or team leader, and with senior staff and managers.
  • Experience and demonstrated proficiency to guide stakeholders to appropriate solutions.
