Job Description

FLEET OFFICER

1. Project Background:

The Scaling Up Nutrition Program is a cross-ministry and multi-donor program to reduce stunting in Zambia through implementation of the Government of the Republic of Zambia (GRZ) 1,000 Most Critical Days Program.

SUN TA provides support and direct technical assistance to sub-national local government departments in target districts to plan, implement, coordinate, and monitor integrated nutrition-sensitive and nutrition-specific activities to reduce the rate of stunting among Zambian children under two and improve the nutritional status of pregnant and lactating mothers. USAID has identified two main objectives that address stunting, including (1) Adequate Quantity and Quality of Dietary Intake among Target Groups; and (2) Adequate Health Conditions for Biological Utilization of Nutrients. SUN TA interventions increase access and availability of safe, diverse, nutritious food; adoption of better child feeding and household hygiene practices; and access to improved health, water and sanitation services. The project prioritizes sustainability by improving intra-household joint decision making and building the capacity of local government and their stakeholders to ensure coordination, accountability, and learning, following the Scaling Up Nutrition model.

2. Objective:

This position will be responsible for providing support function to the Fleet and Transportation Coordinator who will be overseeing the USAID SUN TA owned and hired fleet, vehicle management system, and drivers to meet all travel and transportation needs of the project. The position will complement the work of the Fleet and Transportation Coordinator in a way that the risks to the project assets are minimum, the operations of all the motorized assets are smooth and the requirements of the program are appropriately met.

3. Tasks and Responsibilities:

  • Ensure that all the vehicles including hired vehicles assigned for field or local trips are road worthy, have a complete first aid kit and spare tyres(s) in good condition, fire extinguishers, the tools and spare parts as mentioned and signed for by him/her in the log book.
  • Helping the drivers in processing the advance requests and retirement for undertaking programmatic trips.
  • Manage the office fuel accounts, conducting reconciliations of the account and follow up on fuel invoices for ALL vehicles (Lusaka and districts).
  • Investigate, report, and follow-up on incidents and accidents involving Project vehicles, drivers, and passengers.
  • Supervise the cleaning of Vehicles by assigned drivers, carry out the necessary daily and weekly check-ups on all vehicles.
  • Adhere to Road Traffic Act, Certificate of Fitness requirements and internal policies and procedures.
  • Coordinate and assist to obtain vehicle customs clearance, registration, insurance and plates.
  • Preparation and/or compilation of documentation required to support fleet management related vendor invoices and payment requests for procurement and finance processing.
  • Monitor and review the vehicle tracking system for proper accountability and generate weekly reports to be submitted to the Fleet and Transportation Coordinator.
  • Performing any other job assigned by the Supervisor.

4. Reporting and Supervision:

The Fleet Officer directly reports to the Fleet and Transportation Coordinator.

5. Qualifications:

  • Diploma in Transport and Logistics or other suitable diploma.
  • Minimum of 3 years work experience in fleet/transportation and/or logistics management and/or vehicle maintenance and repair
  • Supervisory experience
  • Excellent knowledge of local road traffic regulations, road network and road safety best practices.
  • Strong verbal, writing and communication skills essential
  • Excellent impersonal skills and telephone etiquette required
  • Administrative and organizational management skills
  • Experience with Microsoft office
  • An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
  • Able to maintain good working relationships with team members while retaining high levels of confidentiality and discretion
