QUALIFICATIONS AND EXPERIENCE

Minimum Required Qualifications and Experience:

  • Chartered Accountant or Bachelor’s degree in Accounting
  • 5-10 accounting experience in a donor funded environment
  • Knowledge of Accounting Software Packages especially SAGE Evolution and Cost Management
  • 2-3 years’ experience in a USAID environment.
  • Proven record of systems strengthening and internal controls
  • Paid up Member of the ZICA

Desirable Qualifications and Experience:

  • MBA, MSc in relevant field

TECHNICAL AND BEHAVIOURAL COMPETENCIES

  • Proficiency in Microsoft Word and Excel
  • Computer literate
  • Knowledgeable in Microsoft Office Suite
  • Good communication skills
  • Good interpersonal skills

KEY PERFORMANCE AREAS

  • Engage Program and Project leads on financial support services and ensure goal congruence and shared vision.
  • Monitor daily bank balances to ensure accounts are not in overdraft and fully funded for daily payments
  • Monitor cash inflows and outflows on the bank system.
  • Sell forex from USD accounts to local currencies to make provision for funds as needed.
  • Prepare weekly cash forecast for the MECH programme and submit to Line Manager for review.
  • Submit request for funding to respective donors for the programme.
  • Provide supporting documents for inward tele-transmissions to the Bank to support funds received from donors.
  • Communicate closure and opening of new accounts to the Bank.
  • Facilitate the opening and closure of user profiles on the banking platform as approved by Line Managers.
  • Act as the main client liaison for all banking related matters.
  • Managing the daily exchange rates by ensuring daily update of exchange rates on the system and accurate conversion into different currencies.
  • Assist with review process of all internal and external reports produced within Finance before submitting to the Line Manager.
  • Assist the SFM in the preparation of interim and Annual Financial Statements (AFS) in compliance with IFRS and Company’s Act of Zambia.
  • Prepare disbursement reports, disbursement schedules, advance requests.
  • Prepare the first draft for all financial reports for submission to Line Manager.
  • Produce the funds accountability statements and burn rate reports (variance reports) for all grants to submit to Line Manager.
  • Produce a report on foreign taxes, obtain sign off before sending off to foreign donors.
  • Produce liquidation report for all grants to highlight the difference in cash received versus money spend.
  • Responsible for the consolidation of financial reports to EXCO, Audit Com, Board and internal stakeholders.
  • Assist the Line Manager with monthly financial performance reporting.
  • Prepare the weekly cash flow dashboard report, quarterly accrued expenditure report and create executive dashboards.
  • Prepare the necessary forecasting reports, procurement and travel reports, cost sharing and indirect cost sharing reports.
  • Engage with program staff to understand variances and critically evaluate responses.
  • Assist in the identification and reporting of new risks and inclusion on the risk management registers.
  • Ensure compliance to relevant policies, procedures, and process both donor and statutory.
  • Ensure that all financial transactions are in compliance with all relevant legislation and financial policies for RTCZ.
  • Respond to all queries submitted by the external auditors.
  • Lead the annual audit preparation as instructed by the Senior Finance Manager.
  • Prepare and review internal reports in country and submit to Line Manager.
  • Prepare and review reports for Line Manager and submit to headquarters.
  • Coordinate all reporting subordinates for the purposes of consolidation.
  • Ensure in country financial statements are fully reconciled and have support schedules for the purposes of reporting and consolidation.
  • Lead an effective and efficient finance team with acceptable performance to the organization and management in a way that ensures that the Finance Department mandate is achieved.
  • Ensure compliance to relevant policies, procedures, and process both donor and statutory.
  • Ensure that all financial transactions are in compliance with all relevant legislation and financial policies for RTCZ.
  • Facilitate and support RTCZ’s relationships with internal and external stakeholders.
  • Ensure that effective and efficient service delivery that meets and exceeds expectations is offered to all stakeholders for the Finance Department.
