QUALIFICATIONS AND EXPERIENCE

Minimum Required Qualifications and Experience:

  • Bachelor’s degree in Accounting
  • Minimum 5 years Accounting experience
  • Experience in sub-contracts management
  • Member of ZICA

Desirable Qualifications and Experience:

  • Full ACCA, CA (ZA), CIMA
  • 3-5 Years’ experience in donor funded projects.
  • USG compliance training.
  • Experience in sub contracts/awards management.
  • Experience in delivering capacity development activities.

TECHNICAL AND BEHAVIOURAL COMPETENCIES

  • Proficiency in Microsoft Word and Excel
  • Computer literate
  • Knowledgeable in Microsoft Office Suite
  • Good communication skills

KEY PERFORMANCE AREAS

  • Perform contract-related post-award functions, including budget and expense analysis, periodic invoicing, financial reporting, labour distribution changes, reconciliations, re-budgeting, and contract closeout functions required by grants administration.
  • Review invoices and provide account codes, when appropriate, for proper project accounting.
  • Identify and recommend cost savings initiatives for program activities and the organisation.
  • Review the recommendations as per the pre-award assessment and ensure follow up during visit to ensure weaknesses have been addressed.
  • Analyse the advance request report received sub-contractor to identify what’s being spent and expected expenditure and if it is within budget line. Process payment requisitions as per advance request approved.
  • Analyse the expense report received back from the sub-contractor to review expenditure incurred and within compliance with the donor rules and regulations.
  • Work closely with Contracts and Budgeting Manager to design technical assistant packages and materials to develop financial management capacity of all sub-awardees and other relevant parties.
  • Conduct meetings on site with the sub-contractor to verify compliance to the grant rules and regulations such as asset verification, employee verification, review of systems and supporting documents by completing the grants toolkit.
  • Take necessary steps to close out contract to ensure that financial and administration close out with the sub-contractor complies with the relevant documentation required for close out against the close out checklist.
  • Provide management with meaningful risk assessment information which can be used in decision making.
  • Assess compliance or operational risks and develop risk management strategies.
  • Oversee and monitor activities for compliance with company, state and federal regulations.
  • Assess contract compliance and develop risk management initiatives.
  • Prepare the annual expenditure analysis report for all contracts.
  • Prepare accurate and timely financial reports to donors as required.
  • Prepare accurate and timely financial reports on subcontracts for internal management purposes.
  • Communicate monthly financial results with appropriate program staff, informing them of financial position of the project.
  • Produce budget and expense analysis report.
  • Work with relevant stakeholders and appropriate country office staff in the development of forecasts, budgets and budget revisions for programs.
  • Establish forecasts based on all the advance requests received from sub-contractor for the next month and provide and provide a report to the Finance Manager/ Treasury Reporting to aid the contract request from the donor.
  • Design and analyse a report detailing budget details of sub-contractor outlining, advances, disbursements and liquidations.
  • Assist with the review of monthly budget variance reports and investigate accordingly.
  • Supporting program/project teams with budget and forecast preparation
  • Review actual spend versus budget for sub-contractor identify anomalies and notify the Line Manager with feedback.
  • Work with the Line Manager on cash flow forecasts for sub-contractors.
  • Liquidate sub-recipient expenses on accounts receivable on Sage Evolution.
  • Coordinate with Line Manager to process journal entries to various projects.
  • Adhere to pre-set deadlines for the finance department.
  • Assist with the annual audit preparation for sub-contractors.
  • Assist during year-end and audit periods by providing the necessary information and documents.
